National Photographic Interpretation Center (established
the year before), hence the delay. Confirmation about the SS-4
sites came through intelligence obtained, as of April 1961, from Colonel
Oleg Penkovsky, a Soviet
agent who was finally arrested by the KGB
on 22 October 1962.
